PMG uses standard references/catalogs to identify notes, for world notes they would typically use the Standard Catalog of World Paper Money (Pick #), for U.S. notes probably Paper Money of the United States (Fr #). They also use specialty catalogs for certain types of notes as well, and if you don't have a catalog number for them to cross reference the note to it means they have to look all this information up themselves which takes time and money, hence the $5 charge. If you don't have the catalogs required to look up each note you can either pay the $5, research each note on the internet to find the catalog numbers (should be pretty easy), buy the required catalog, or if it is only a few notes post pictures of them here and I'll see if I can help you out.
