What kind of error is this on a Ten Dollar Bill? 1 1

Newbie here. There is missing background ink on the complete left obverse side of this 2009 Ten Dollar Bill. The lack of ink begins right in the middle, at the top next to the R in RESERVE, and right in the middle at the bottom next to the letter D in Dollar. Can anyone tell me what kind of error this is? Any information would be greatly appreciated. Thanks

Possible obstructed printing but seeing as the color loss stops/stars at the center fold it seems more likely that the underprint faded or was lost due to circulation. Regardless, if an actual error, the note would only be worth face value or slightly above due to the condition.
