Hard to tell what it is, can you post a pic of the other side?

Not saying that it is the case, but it could be some sort of foreign material that made it into the pulp and was never removed, making it into a finished sheet/note. It'd be pretty hard to tell from pics and I would expect that the cutting shear would have still trimmed it off when being cut.  So I'm still going to say that this happened after the note left the BEP.
