Nope. I'm not sure if a TPG would recognize a broken ladder serial number, probably not. In ladders the numbers need to either increase or decrease in order, on your note the numbers are going up (5), up (7), down (4), and up (6).

Trinary, broken ladder, and binary of numbers consisting of anything other than 1's and 0's are essentially nonsense. I'm not saying that they're not interesting or that people don't collect them but they are more common and are not recognized as fancy #'s by TPG's. I put them slightly below birthday notes on the list of interesting serial numbers to look for.
