No Population Report for Bank of Canada $50 BC-72c 1 1

Why does the Bank of Canada $50 BC-72c note not show up in the population report? I know there are at least two notes graded 69 EPQ. Also there are BC-72b and BC-72d notes in the report, curious why no BC-72c?
