kuwait sets classification 0

is it possible to modify kuwait sets classification ?? ... because there are 6 issues as following : 

first issue : P-1 to P-5

second issue : P-6 to P-10

third issue : P-11 to P-16

fourth issue ( also known as emergency issue or post liberation issue ) : P-17 to P-22

fifth issue : P-23 to P-28

sixth issue : P-29 to P-34
