PVC damage to notes

I had a small size note that was full of PVC damage, then I dipped in some 100% pure acetone, compleatly got rid of the pvc and made the bill look astetically appealing again, and when I had the note graded by you guys it didnt recieve any negative comments. Is this normal?, because if I can do that without recieving any restoration type or NET comments then I dont see why everybody with PVC damaged bills doesnt do this.
