The lack of coinage finally forced the printing in 1863 then again in 1864. You could call all confederate notes bonds. A circulating bond. As was once written on the back of a $100 note at the end of the war by confederat Mjr. Jonas. "Issued today a promise to pay, and a hope to redeem on the 'morrow".
