Irregular streak on back of the note

I am not sure if this will work, as it is my first post, but hopefully the image will show up. I would like to get someone's expert opinion as to what would cause the irregular streak on the back of this note that goes from the top edge through the O in ONE. Once I get some responses, I will post the email I received from the owner of the note. Thanks in advance.

from the photo it's hard to tell

if it's an offset printing error or any error.

something like this could have been done at the bep or atm or anything

That is print from the BEP to give the note's ONE a 3-D Effect I printed on 2,6 and 8 color sheet fed presses and can assure you this is not something that has occurred after leaving the BEP. I can assure you that any grading service would note ANY ink that was written or printed on the note after leaving the BEP. All one dollar bills have the same design. I can guarantee with 100% certainty, there is no markings on either note that would detract from it's originality.

Sorry about previous small picture, this one shows it much bigger. As I said, I am new at this. This is a 1993 note if it makes a difference.
