Is there the same problem with pop reports as w/coins

Hello all,

 

As we all know, the PCGS/NGC pop reports can be skewed by those resubmitting a coin to get a higher grade. Since all paper money (I believe) has a serial number, is it kept to a minimum in the paper market? After all, using the SN, the grading company "should" be able to tell that a bill has been resubmitted 2,3,4, etc., times.
