Is this a real PMG holder?

Or are people cutting and gluing? If real what does the IT mean?

If you look closely, you can tell that the note is NOT in a PMG holder. You can see that the note and the label overlap each other, which is impossible in our holder. The "IT" stands for Ineligible Type, meaning PMG was not able to grade the note because the note has been altered.
