What factors affect the grade given to any particular note? Also, will PMG ever declare a note as Gem Uncirculated 70, such as that done with coins? If so, what factors would make this note recieve a 70 grade?

PMG will grade a note MS 70 if the paper and printing are perfect in every respect as well as the face & back margins. While we have graded a fair number of MS 69’s, we have yet to see a 70.
