Third Printing Error (Obstruction?) and Value?

I came across this $1 bill in nearly perfect condition. It is missing only the upper-right hand serial number. The green seal is still in place - and the lower serial is as well. Nothing isn’t misaligned, but the upper serial is completely missing. Usually a printing obstruction only partially blocks the print, I’ve never seen one like this before. Any ideas as to what it’s worth is? I’m considering sending it in to be graded.
