Population list

Good afternoon, about a week and half I had sent you a email asking you how to fine the population list and you said that I would have to be a paid up member to  get in to the pop list.  I have been a paided up member since 4-25-17,  and as of this day I still do not have a point to enter the pop list.  If you can correct this I would be very happy.  I have looked in the upper right corner, there is no resource point there.  Thank you for your help and have a great day.
