1942 China banknote unknown???

Hi all!

First post here, I'm an American teaching English at a high school in Qiqihar China. At the flea market the other day I got this banknote in a box I bought. In Chinese its dated 1942. But I can not figure out anything else about it. I was hoping someone on the board might know what it is.

The bank name can be translated as Local Economic Cooperatives. And the location is called 'Lai Yang' which is over printed on left and right side. I searched through out Baidu and  I could say that it worths 10 to 15 USD.
