I have a Philippines One Peso Treasury Certificate, Victory Series No. 66. The reverse is orange and has "VICTORY" superimposed over "Philippines". In very small print on the front is BY AUTHORITY OF AN ACT OF THE PHILIPPINE LEGISLATURE, APPROVED BY THE PRESIDENT OF THE UNITED STATES JUNE 13, 1922. Can anyone tell me anything about this note? Was it issued before the fall of the Philippines to the Japanese, or after they were liberated from the Japanese?

Well, I know next to nothing about history, so I can't tell you if it was before or after Japanese occupation. But I can tell you that it is a 1944 issue note.
