1996 $20 Funny Seal color help

Anyone ever see any bills like this? The treasury seal is more teal than green, and the Fed seal is navy vs black. As you can see in the scans, the security features are present in both, It has a good watermark and plastic strip as well.

Sometimes if a bill is washed or exposed to chemicals the colors can change. I'm not an expert on the chemistry so perhaps someone else can chime in.
