Serial on 20/50 2403 supposed to only go to 2400

Hi I have a set of 2004 20/50 BEP Evolution set. The set contains a fifty and a twenty with matching serial number.

The Kansas City set is 2403 . Anyone know why that is. I thought this set only went up to 2400. They printed only 500 sets from 1900 to 2400.
