Low Serial # Star Note?

Would this be considered a low number serial star note, and is it worth more than a couple bucks? I got it in change and was surprised! Thanks for looking.

Low serial number or not they're still fun to find. A couple years ago I was finding stars frequently, what's odd is I've hit a dry spell for a good year now. I'm hoping it's because more people are looking at their currency and keeping the stars.
