$1 Silver Certificate Series 1899 star note

I am confused. According to literature the star (*) used to indicate replacement notes did not start being used till 1910. Before that it was for decorative purposes only. However, i see some writings indicating that it was actually used before that date to signify replacement notes.

 

We have a $1 Silver certificate with a star to left of serial number. Can not find reference to this design in any of the books. Was star for decorative purpose or other purpose? Can someone provide references?
