Extra ink on s/n and seals -

I've had this note for years. It is normal, except the seals and s/n appear to have twice as much ink as they should, making the seals almost impossible to read.

 

The note is new. Can someone give me an idea if it is worth more than a dollar?

 

My area of interest isn't paper currency... Thanks

Well it looks like no answers from the masses here. Ok, the district seal would be considered a somewhat minor over inking, the treasury seal would be considered nothing really worth mentioning and falls within BEP tolerances. It is worth more than a dollar. I'd rather not guess at a value.
