Help me with my 1899 $1 Black Eagle Note Fr Number and Price Range

I have this note and I am not sure about its signitures and FR number.

 

Please Help me!

 

If this is a rare signiture, I want to submit it to PMG for grading.

 

I think that the signitures belong to VERNON & McCLUNG

 

And Please asist me with its pricing range as well.

Mid range notes (as this appears to be) are going from VF20(95.00) XF40(150.00)

 

and AU55(250)

 

If this was a FR229a you'd be sitting on a very nice note(price wise). AU55's are going for around 5000.00. I saw an XF40 go for around 1700.00 not long ago.

 

 

I hope I'm wrong, for your sake, and it is a 299a :-)
