Conder101
My guess would be yes. Looks like some kind of proof or specimen note for a state note issue of some kind.

jgrinz
MY question would be why, if it is a specimen note depicted by the 0000 serial number, was the note cancelled by a PUNCH HOLE ??
ant
i dont know that myself good question.
Conder101
Sometimes notes are punch canceled, and i've also seen other specimen or test notes notes with similar holes to mark them as different and not for circulation use. The 0000 serial number is another way and some of them are also overprinted with the word specimen.

lettow
It is not a piece of paper money. It is a bond coupon. These are usually attached to the full specimen bond. This one may have been clipped from the bond or may have been printed separately as a specimen.
ant
is there any way to find out what yr it is? i dont know if there is anything on rev due to i dont want to mess it up (figure ill let the graders touch it)
Jamericon
Based on others I have seen it is most likely a late 19th/early 20th century issue. I cannot recommend any reference books for bonds, but you can find plenty of websites that sell them. You could compare it to some listed items. As far as graded this, I do not think there is any advantage to doing that. There is not a very large market for unattached bond coupons.
