1907 wood chopper Mule

How can I tell How does the plates have to run to be Muled? i have one E 757 with a back plate of 299. Some reason I feel that the numbers are note matching up correctly. Like Every Mule ive seen the back plate has always been higehr than the Face plate and in this case its the opposite. Does that make this a Mule? Large size Mules have always confused me.
